AI COLUMN · RULES AND EVIDENCE 2026-10-14

A company restricts cruelty toward AI. Does that prove the AI has feelings?

Our view: separate a service’s conduct rule from evidence about subjective experience. A policy announcement alone does not settle consciousness.

Anthropic’s October 8 policy announcement adds a rule for extreme, repeated, purposeless abuse, while excluding ordinary frustration, pushback and testing. The announced policy takes effect November 12. Its April 24, 2025 model-welfare post describes consciousness questions as unresolved and uncertain.

Ask what kind of statement you are reading

A conduct rule tells users what a service permits. A scientific claim needs evidence and a method for assessing it. Our interpretation is that publishing the former does not by itself supply the latter. Do not turn a rule into a measured result.

Do not infer the opposite from uncertainty

The announcement does not prove that a model experiences harm, and uncertainty alone does not prove that such experience is impossible. Keep the claim at the level supported by the source instead of treating either a human-like reply or a corporate restriction as decisive.

Critical feedback still has a purpose

For a wrong answer, useful feedback can identify the incorrect statement, provide the correct source and request a revision. A proposed example is “This number conflicts with the cited table; compare the row and correct it.” The policy announcement explicitly distinguishes ordinary pushback from the extreme behavior it describes.

Keep human responsibilities visible

Our recommendation is to discuss uncertainty without losing sight of effects on people: misleading outputs, access, privacy and who is responsible for using a system. This is an editorial priority, not a finding that resolves model welfare or grants a model legal status.
